While the program allows flexibility in format, proposals are expected to be audience-facing and to advance mutual understanding and cooperation rather than serving only internal organizational needs.

Priority areas guide what the Embassy is most interested in funding. These include projects connected to the Arctic and strengthening cooperation among Arctic states and communities; climate change and environmental conditions; diversity, equity, inclusion, and accessibility (DEIA); global security challenges and improving public understanding of NATO, including Women, Peace, and Security (WPS) initiatives; increasing collaboration and exchange between American and Finnish students and teachers; boosting economic prosperity through entrepreneurship and innovation; and efforts that counter disinformation. Applicants that can credibly tie their programming to one or more of these themes, while keeping the U.S.-Finland relationship and public outreach at the center, will fit most closely with the stated priorities.

The announcement also spells out what is not fundable, which helps draw a clear line around allowable public diplomacy work. Ineligible projects include partisan political activities, charitable or development assistance, construction, fundraising campaigns, and lobbying for specific legislation. The Embassy also will not fund projects primarily aimed at the applicant organization's institutional growth, nor will it support activities mainly intended for an individual's personal enrichment or career development. Proposals must involve a Finland-based organization, and grants are not available to for-profit entities.
