Projects that do not directly address these themes as outlined are considered ineligible, so alignment with the stated goals is a central requirement rather than a suggestion.

Applications must be submitted by teams of at least two exchange alumni, and the project must be proposed and managed by alumni. Teams can include alumni from different U.S. exchange programs and may even include alumni from different countries, as long as eligibility rules are met. A key restriction is that U.S. citizen alumni cannot be the applicants or submit proposals, although they are allowed to participate as team members. Only exchange alumni or alumni associations of U.S. government exchange alumni are eligible to apply; other organizations cannot apply on their own. That said, alumni teams are allowed to partner with nonprofits, NGOs, think tanks, and academic institutions to help implement activities, and the award can be issued either to the alumni association/organization or to the partner organization, depending on how the project is structured.

Funding is expected to support a small number of awards, with up to two grants anticipated. Individual award sizes range from USD 5,000 to USD 35,000, with total funding dependent on the availability of funds. Projects are expected to run for 6 to 12 months and must be completed in one year or less. The anticipated program start date is June 2025. The funding instrument may take the form of a grant, a fixed amount award (FAA), or a cooperative agreement. If a cooperative agreement (or certain FAAs) is used, Embassy or bureau staff may be more actively involved in implementation through what is described as "substantial involvement," which generally means closer coordination, monitoring, or collaboration during the project period compared to a standard grant.
