The Managua Annual Program Statement (PAS) Small Grants Program is a funding opportunity run by the U.S. Embassy in Nicaragua (Public Affairs Section) to support innovative projects that help empower Nicaraguans, especially through education and entrepreneurship. The maximum award amount is up to $100,000, and the program anticipated making around 10 awards, subject to the availability of funds.

The program is focused on strong project design and measurable outcomes. Proposals are reviewed and scored using four main criteria: (1) the overall quality and clarity of the program concept and activities, (2) how well the project is positioned to achieve its stated objectives, (3) the strength of the evaluation approach (how results will be measured and documented), and (4) the realism and justification of the budget, including how clearly expenses are explained in the narrative. Cost-sharing is encouraged as a sign of commitment and sustainability, but it is not required.

There are also clear restrictions on what the Small Grants Program will not fund. Ineligible activities include projects that are primarily partisan political or religious in nature; international air travel unless it is essential to achieving the project goal; humanitarian or charitable relief efforts; for-profit, commercial, or trade activities; fundraising campaigns; scientific research; general institutional support or organizational development as the main purpose; activities that duplicate existing projects; construction, infrastructure, or vehicle purchases; proposals where salaries are the main use of grant funds; and proposals where refreshments are the primary cost or central feature of the project.

Applications must be submitted by email to PASManagua@state.gov, with "Grant Application" listed in the subject line, and the full application package is required for consideration. Submissions must be sent in accepted file formats (PDF, Word, Excel, or JPG). The Embassy will not accept emails containing zipped attachments that use WinZip or WinRAR extensions, so documents should be attached directly in the permitted formats. The deadline listed for this announcement was July 15, 2019, and late applications were not accepted.

A complete application package includes several required components. Applicants must submit a proposal form along with the appropriate federal assistance application form: SF-424 for organizations or SF-424i for individuals. A detailed budget is also required, including a budget narrative, the SF-424A form, and the SF-424B form for organizations that have not registered in SAM.gov and have not completed online representations and certifications since February 2, 2019. Organizational applicants must also provide proof of active online registrations (DUNS, NCAGE, and SAM.gov), with the reminder that these registrations must be updated annually and do not require fees. In addition, applicants must include a key contact form and CVs for relevant personnel. The SF-LLL (Disclosure of Lobbying Activities) is required only when applicable, and it applies to U.S. organizations and U.S. citizens who engage in lobbying activities.

Finally, the Embassy noted that it does not provide pre-consultation for questions already addressed in the Annual Program Statement, and once an application is submitted, State Department staff will not discuss the competition with applicants until the review process is fully completed.
