For proposal evaluation, STMD will use Dual-Anonymous Peer Review (DAPR) to strengthen fairness and reduce the effects of unconscious bias. Under DAPR, reviewers do not know who the proposers are (including personnel and organizational identity) during the technical review stage, and proposers do not know reviewer identities. Identifying information is only revealed after the technical review of anonymized proposals is complete, so applicants must pay careful attention to the anonymity rules in the solicitation when preparing documents.
