Opportunity Information: Apply for PAS JUBA FY22
The U.S. Embassy in Juba, through its Public Affairs Section (PAS), announced a Public Diplomacy Small Grants opportunity under the Annual Program Statement (APS) for FY22. The funding is offered by the U.S. Department of State under CFDA 19.022 (Public Diplomacy Programs) and is intended to support projects that build and strengthen relationships between the United States and South Sudan. The overall goal is to fund public diplomacy programming that advances core U.S. foreign policy objectives, emphasizes shared priorities and values, and encourages practical bilateral cooperation. The application deadline for this round was February 28, 2022, and the total funding available was up to $100,000, with an award ceiling of $100,000.
A central requirement of this grant program is that every proposed project must include a clear American element. In practice, that means the program should incorporate American culture and/or a substantive connection to U.S. experts, U.S.-based organizations, or U.S. institutions in a relevant field. This U.S. linkage is not presented as a minor add-on; it is positioned as a core design feature that should help audiences in South Sudan better understand U.S. policies, perspectives, and values while also creating meaningful professional or institutional ties.
The embassy identified several priority program areas to guide applicants toward the types of activities it is most interested in supporting. One key priority is advancing South Sudan's Revitalized Peace Process, including programs that prepare emerging leaders, especially women, youth, and other marginalized groups, to participate in peacebuilding, civic dialogue, and peace processes by strengthening their skills and access to information. Another priority is promoting democracy by supporting the development of sustainable institutions grounded in democratic norms, with emphasis on human rights, justice, and the rule of law. Closely related is promoting transparency, with a focus on empowering civil society organizations working to combat corruption and improve transparency and public access to information.
The APS also highlights strengthening the media community as a priority area, particularly through technical assistance and training that improves journalistic professionalism and builds capacity for evidence-based reporting. Economic empowerment, including entrepreneurship, is another focus, with example activities such as training and opportunities for entrepreneurs, especially youth, aimed at fostering economic development. Finally, the embassy is interested in proposals that support a healthy South Sudan, such as programs that share information about healthy lifestyles and increase public awareness of health risks and available resources.
In terms of eligibility, the opportunity is aimed at nonprofit organizations, including nonprofits with 501(c)(3) IRS status and nonprofits without 501(c)(3) status (in both cases excluding institutions of higher education, as stated in the listing). The opportunity is categorized as discretionary and uses a grant funding instrument. For questions specifically about the application process, PAS Juba directed applicants to contact the embassy team via email at JubaPAS@state.gov.Apply for PAS JUBA FY22
